License terms of ordered standards

Licensing and Technical Terms for the Provision of Slovak Technical Standards and Technical Standardization Information Ordered in Electronic Form

UNMS SR is the exclusive provider of STN and TNI in the territory of the Slovak Republic.

Slovak Technical Standards (hereinafter referred to as "STN") and Technical Standardization Information (hereinafter referred to as "TNI") are protected under Act No. 60/2018 Coll. on Technical Standardization, as amended (hereinafter referred to as the "Act on Technical Standardization").

STN and TNI, or any parts thereof, may not be reproduced or distributed without the consent of ÚNMS SR (hereinafter referred to as the "Provider") pursuant to Section 14(2) and (3) of the Act on Technical Standardization.

STN and TNI in electronic format may be ordered only through our standards portal. Other forms of orders are not accepted.

We provide STN and TNI in PDC* format in three forms:

a) for viewing only (without printing or transferring text or images);
b) for viewing, with the option to transfer text or images** but without printing;
c) with the option to print and transfer text or images**.

* A PDC file is a protected PDF file created using Safeguard PDF Security and protected by encryption and DRM copy controls by Locklizard.
** The term "transfer of text and images" means taking a "print screen" of the screen or display on the given device.

The system enables standards in electronic PDC format to be made available by download.

Access to standards is available only after payment. If payment is made online (via the State Treasury payment gateway), the standard will be available for download within 5 minutes after successful payment.The user must complete the entire transaction and, after payment, click through from the State Treasury portal back to the website https://normy.normoff.gov.sk.

To view STN and TNI, the Provider requires the use of the free Locklizard Viewer software with an active license. The required software can be downloaded here (ZIP, 52.3 MB).

Supported operating systems are: Windows 10 and higher, Mac OSX 10.8 (64-bit) and higher, iOS 9.1 and higher, Android 5.0 and higher.

Depending on the purchased license, the PDC file may be used only on the number of devices for which the user purchased the license (device-specific licenses for 1 PC, up to 5 PCs, up to 10 PCs, up to 20 PCs, up to 50 PCs, more than 50 PCs).

For a single-access license, the user is entitled to one backup device.

For a license with printing enabled, the permitted number of printouts is equal to the number of licensed devices.

Access with printing means the ability to print the entire standard in a single print job for 1 access; when printing is started, both complete and incomplete printouts are counted.

Technical measures are used to protect PDC files against unauthorized access to the standard. Using Locklizard Viewer, the user may open downloaded files only on their local device (local device means the workstation on which PDC files are opened directly and which does not provide a network service enabling concurrent access from multiple devices).

PDC files must be downloaded to the user's disk; however, the files can be opened only in online mode. They cannot be opened in offline mode.

Online mode means that the user's device is connected to the internet when the standard is opened. Offline mode means that the user's device is not connected to the internet at that moment. When a PDC file is opened on the relevant device, that device is registered in the system. The system will then not accept any additional devices beyond the ordered licenses.

The user must not perform any actions that would remove the protective measures in the PDC file. The user must likewise not perform any actions that would decrypt the PDC file or any other actions that would compromise the system and its protection. The user is required to keep access credentials secure and must not disclose them to another person.

If any change is made to the user's hardware, software or device settings that requires registration of a license for access to standards in the system, the user shall request, by e-mail at shop_pdf@normoff.gov.sk, that their registered license be unlocked. The Provider will then release the license in the system within no later than three business days. The user may then register the license for access to standards on their device again.
