License terms of ordered standards

Office of Standards, Metrology and Testing of the Slovak Republic (hereinafter the "Office") is the exclusive provider of Slovak technical standards (hereinafter "STN") and technical standardization information (hereinafter "TNI") in the territory of the Slovak Republic (hereinafter the "SR").

STN and TNI are protected by Act No. 60/2018 Coll. on Technical Standardization, as amended (hereinafter the "Technical Standardization Act").

Pursuant to Section 14(2) and (3) of the Technical Standardization Act, STN and TNI, or parts thereof, may not be reproduced, distributed or otherwise made available without the consent of the Office (hereinafter the "Provider"), unless otherwise provided by a special legal regulation or by the Provider's written consent.

By ordering, downloading, opening or otherwise using an STN or TNI, the user does not acquire ownership rights or any intellectual property rights to the content of the document. The user is granted only a non-exclusive, non-transferable authorisation, limited in scope, to use the document within the extent of the purchased licence and these terms and conditions.

If an STN or TNI contains an international standard or constitutes the national adoption of an international standard, the user acknowledges that the relevant international standard is protected by the copyright of the International Organization for Standardization (ISO), unless the relevant document or applicable legislation provides otherwise. This is without prejudice to the rights and status of the Office under the laws of the SR.

If STN or TNI are provided in paper form as printed copies supplied by the Provider, the user acquires ownership only of the physical printed copy, but does not acquire ownership rights or any other intellectual property rights to the content of the STN or TNI. A paper copy of an STN or TNI, or any parts thereof, may not be reproduced, scanned, digitised, copied, distributed, published, lent, provided or made available to third parties without the Provider's prior written consent, unless a generally binding legal regulation or a special licence provides otherwise.

STN and TNI in electronic format may be ordered only through the Provider's standards portal. The Provider does not accept other forms of orders for the electronic version of STN and TNI, unless the Provider expressly states otherwise.

The Provider provides STN and TNI in PDC* format in three forms:

     a. for reading (without the option of printing or transferring text or images);

     b. for reading with the option of transferring text or images** but without the option of printing;

    c. with the option of printing and transferring text or images**.

* A PDC file is a protected PDF file created using Safeguard PDF Security, protected by encryption and Locklizard DRM copy controls.

** The term "transfer of text and images" means taking a screenshot of the screen or display on the relevant device.

The option to transfer text and images represents solely a technical authorisation within the scope of the purchased licence. It does not constitute permission to reproduce, distribute, publish, include the STN or TNI in a database, software, digital platform or AI/ML system, or to make it available to a third party, unless such use has been specifically permitted by the Provider or the relevant rights holder.

The system enables STN and TNI in electronic PDC format to be made available by download.

Access to STN and TNI is possible only after payment. In the case of payment online through the State Treasury payment gateway, the STN and TNI are usually available for download within 5 minutes after the payment has been successfully made. The user is obliged to complete the entire transaction and, after payment, to return to https://normy.normoff.gov.sk by clicking through from the State Treasury portal.

To view STN and TNI, the Provider requires the use of the free Locklizard Viewer software with an active licence. The required software may be downloaded from the Provider's standards portal or from the website of the Locklizard software manufacturer.

The supported operating systems are: Windows 10 and later, Mac OSX 10.8 (64-bit) and later, iOS 9.1 and later, and Android 5.0 and later.

Depending on the purchased licence, the user is authorised to use the PDC file only to the extent for which the licence has been granted, and on the number of devices corresponding to the purchased licence, while the Provider grants licences for 1 PC, up to 5 PCs, up to 10 PCs, up to 20 PCs, up to 50 PCs or more than 50 PCs.

Irrespective of the scope of the purchased licence, use of the PDC file is permitted solely for the user's own internal needs within the user's organisation. The PDC file, STN and TNI, or any parts thereof, may not be made available, provided, transferred, lent, shared or otherwise enabled for use by third parties, unless a special licence or the Provider's prior written consent has been granted.

In the case of a licence for more than 50 PCs, use of the PDC file on an unlimited number of the user's devices within the user's organisation is permitted, always solely for the user's own internal needs and without making it available to third parties.

In the case of a licence for 1 access, the user has the right to have one backup device available.

In the case of a licence with the option of printing, the permitted number of printouts is identical to the number of licensed devices, unless the Provider or a special licence provides otherwise.

Access with printing means the possibility to print the entire STN or TNI in a single print job for 1 access, whereby both complete and incomplete printouts are counted once printing is initiated.

Technical measures are used to protect PDC files and prevent unauthorised access to STN and TNI. Using Locklizard Viewer, the user may open downloaded files only on the user's local device; a local device means a workstation or other device on which PDC files are opened directly and which does not provide a network service for simultaneous access from multiple devices.

PDC files must be downloaded to the user's disk, and the files may be opened only in online mode. The files cannot be opened in offline mode. Online mode means that the user's device is connected to the internet when opening the STN or TNI. Offline mode means that the user's device is not connected to the internet at that moment. When the PDC file is opened on the relevant device, that device is registered in the system; the system will subsequently not accept any additional devices beyond the ordered licences.

The user must not perform any acts aimed at removing, bypassing, altering or disrupting the protective features in the PDC file. The user must likewise not decrypt the PDC file or carry out any other activities that would compromise the system and its protection. The user is obliged to keep access credentials secure and must not hand them over or make them available to any other person.

The user must not publish, upload or store STN and TNI, or any parts thereof, on public or shared repositories, cloud services, internal databases, software applications, workflow or compliance systems, automated tools or other digital solutions in a manner that exceeds the purchased licence or enables unauthorised persons to access the purchased STN or TNI.

Without a special licence or the prior written consent of the Provider and/or the relevant rights holder, it is not permitted to use, process, copy, upload or otherwise input STN and TNI, or any parts thereof, into artificial intelligence systems, machine learning systems, generative artificial intelligence systems, large language models (LLM - large language models, i.e. large language models designed to process and generate text), chatbots, RAG systems (retrieval-augmented generation, i.e. generation of responses enhanced by retrieval from connected sources or databases), databases intended for artificial-intelligence-based searching, or similar automated tools.

In particular, it is prohibited to use STN and TNI, or any parts thereof, for training or fine-tuning artificial intelligence models, testing and evaluating models, creating embeddings, i.e. numerical representations of text usable in machine processing, vectorisation, i.e. conversion of text into vector form for search or analysis purposes, text and data mining (TDM), automated extraction or mining of requirements from STN and TNI, summarisation, translation, paraphrasing or generation of any outputs based on the content of STN and TNI, unless special authorisation has been granted for such use.

If a change occurs in the user's hardware, software or device settings that requires registration of the licence for access to STN and TNI in the system, the user shall request the unblocking of the registered licence by e-mail at shop_pdf@normoff.gov.sk. The Provider shall then release the licence in the system no later than within three working days. The user may subsequently register the licence for access to STN and TNI again on the user's device.

The user is obliged to use STN and TNI in accordance with these terms and conditions and, at the Provider's request, to provide the cooperation necessary to verify the scope of use of the licence, in particular the number of devices, the scope of printing, the transfer of text or images and the security of access credentials. The verification must be proportionate and justified and must not disproportionately interfere with the user's activities, the protection of personal data or trade secrets.

If use beyond the scope of the purchased licence is proven, the user is obliged to cease the unauthorised use without delay and pay any difference in the licence fee or other statutory compensation, if applicable. This is without prejudice to any further rights of the Provider or the relevant rights holder under the applicable legal regulations.

These licensing and technical terms shall take effect on 22 June 2026.
