License terms of ordered standards

Licensing and technical conditions for the provision of Slovak technical standards and technical standardization information ordered in electronic version

Slovak technical standards (hereinafter referred to as "STN") and technical standardization information (hereinafter referred to as "TNI") are protected by Act No. 60/2018 Coll. on technical standardization as amended (hereinafter referred to as the "Technical Standardization Act"). STN and TNI or their parts may not be according to § 14 par. 2 and 3 of the Act on Technical Standardization reproduced or expanded without the consent of the ÚNMS SR (hereinafter referred to as the "provider"). STN and TNI in electronic format can only be ordered through our standards portal. We do not accept other forms of orders. We provide STN and TNI in PDC* format in three forms: a) for reading (without the possibility of printing, transferring text or images); b) for reading, with the possibility of transferring text or images** without the possibility of printing; c) with the option of printing, transferring text or images**. * A PDC file is a protected PDF file created with Safeguard PDF Security, protected by encryption and DRM copy controls by Locklizard. ** The term "transmission of text and images" means to make a "print screen" of the screen or display on the given device. The system enables standards to be made available in electronic PDC format in the following way: download. Access to the standards is possible only after payment. In the case of payment by online payment (payment gateway of the state treasury), the standard is available for download within 5 minutes after successful payment. The user must complete the entire transaction and, after payment, click from the portal of the state treasury to get back to https://normy.normoff.gov.sk. To view STN and TNI, the provider requires the use of free Locklizard Viewer software with an active license. The necessary software can be downloaded here. Supported operating systems are: Windows 10 and above, Mac OSX 10.8 (64 bit) and above, iOS 9.1 and above, Android 5.0 and above. According to the purchased license, it is allowed to use the PDC file only on the number of devices for which the user purchased the license (licenses for a specific device for 1 PC, up to 5 PCs, up to 10 PCs, up to 20 PCs, up to 50 PCs, over 50 PCs). In the case of a license for 1 access, the user has the right to have one backup device available. In the case of a license with the possibility of printing, the number of prints allowed is the same as the number of licensed devices. An access with printing is considered to be the possibility of printing the entire standard in one printing batch for 1 access, while both complete and incomplete prints are counted when printing is started. Technical elements are used to protect PDC files, which prevent unauthorized access to the standard. The user can use the Locklizard Viewer program to open downloaded files only on their local device (the term local device means a workstation on which PDC files are directly opened and which does not provide a network service for simultaneous access from multiple devices). The PDC files must be downloaded to the user's disk, and the files can only be opened in online mode. Files cannot be opened in offline mode. The term online mode means that the user's device is connected to the Internet when the standard is opened. The term offline mode means that the user's device is not connected to the Internet at the given moment. By opening the PDC file on the respective device, the given device is registered in the system. The system no longer accepts additional devices beyond the scope of the ordered licenses. The user may not perform any actions that would remove the protection elements in the PDC file. Likewise, he must not perform any activities that would decrypt the PDC file or other activities that would disrupt the system and its protection. Access data must be stored in a secure manner and must not be passed on to another person. In the event that there is a change in the hardware, software or settings of the user's device, which requires the registration of a license for access to the standards in the system, the user requests by e-mail to the address shop_pdf@normoff.gov.sk to unblock his registered license. The provider will then release the license in the system within three working days at the latest. The user can then re-register the license to access the standards on his device.
